Windows 95 vs. 3.X for public workstations

We are getting ready to purchase new machines to be used as public 
workstations in our new library.  In terms of ease of configuration 
for setting up and controlling these pc's, what would you all 
recommend that we use as an operating system: Windows 95 or 3.X?

We are planning to offer access to our OPAC, CD-ROM server, and the 
web (not necessarily all three at each workstation).  Any thoughts 
would be most appreciated.  TIA,
