Recently, the idea of a lightweight Internet information retrieval
standard has been discussed in forums such as the W3C Distributed
Indexing Conference and the Z39.50 Implementors mailing list.  We feel
that these discussions (while valuable) were too tightly focussed on
the technical details of such a standard and did not debate the actual
problem that it would solve.

To stimulate such a debate, we have written a document giving our view
of the problem of Internet Information Discovery, the requirements for
a solution to this problem, and various approaches to meeting those
requirements.

In summary, the document says that the most important factors
influencing acceptance of an Internet information retrieval standard
are that it must be developed quickly, and allow for easy migration
from existing systems by having adequate tool support.
