I don't have much to offer either, but I will note that nobody has
yet mentioned the still-research but I think promising area of,
for lack of a better phrase (I'm not sure these days if it has
a widely-accepted name) cooperative evaluation.  Anyway, the sort
of thing where people indicate what they strongly like or dislike,
and my tastes are correlated with others to find things that will
be of interest to me.  Kind of a fully distributed, highly
automatic peer review process.

This technology is also not trivial and a ways off, but I'm inclined
to think that the *only* way to accomplish the sort of large-
scale "indexing" that is being discussed here is to involve
everybody.
