Why does Library/City Need Home Page?

I am working with several libraries that are struggling with the problem of
convincing City management of the need for Internet access for the Library.
Below is one question ask of me and I thought I might get some good examples
and recommendations from this list.

"I am working on convincing the City of the importance of
Web Pages for Libraries and Cities.  Can you tell me if you have any
information on this subject that may be helpful?  I would appreciate
your assistance.  I am going to contact some libraries who have web
pages too."
