Web Printing Booby Trap?

This site uses a black background with light text.  Netscape won't give you
a "negative" printed image of this until you turn on the Black Text and
Black Lines options under Page Setup, which is under File in the main menu.

I know Page Setup is available in Netscape from version 2.02 on.  Before
that...???

Looking at this document in my configuration, Print Preview tells me it's
233 pp. in all.  You really absorb all charges for laser printing?
