Sharing a bookmark file with multiple PCs

I hoping someone out there has a solution to this problem:

I have Netscape 3.0 running on the  3 public service desks in my
library.  All 3 clients point to the same bookmark.htm file on my Novell
4 file server, so that the public service librarians can all share the
same "best reference sources" bookmarks.   All 3 users have RWCEMF
rights to the shared directory on the server where the bookmark.htm file
sits.

This works fine most of the time, but when one of the 3 pcs adds a new
link, it does not show up on the other PCs until they load/unload
netscape.  When unloading Netscape after a bookmark has been added from
another PC, the message "Bookmarks have changed.  Discard unsaved
changes? Yes/No" appears.  Sometimes new links don't take at all.

Any suggestions?

I did solve one problem of the bookmarks disappearing altogether on a
PC.  This happens when a PC is not logged in to the network, or has lost
its drive mappings, and so Netscape can't find the bookmark file on the
server, so it creates a new c:\netscape\bookmark.htm file with nothing
in it.  Setting the netscape.ini file  attribute on each client to Read
Only stops this.
