Web years

Hi:
Someone mentioned to me a quote about 1 web year = 2 months.  I believe it was 
in an article quoting a software developer complaining about how rapidly things 
change.

I alluded to it in a paper and now the editor wants a source.  Any help would 
be appreciated.
