Netscape kiosk mode

Hallo colleagues,

Well, there was a lot of (philosophical, ethical) discussion concerning 
whether or not to close certain areas of Netscape options for library 
users.
I think the question - as citated below - asked for a practical solution.
Certainly I like some practical hints. 
If (after careful deliberation) I like to close for library users f.e. the 
access to 'preferences' in Netscape: HOW DO I HAVE TO DO THAT!?
If (after more deliberation) I like to close access to 'open file' in 
Netscape: how can I do that (at the most easiest way possible)?
In short: moral, philosophical, ethical considerations left aside, what are 
the practical solutions to the original question?
